NRSWA Specialist (Reinstatement) Full Time

Role Purpose
Working for Trinity on behalf of our client Cadent we are looking for a NRSWA Specialist to work with Local Delivery Partners to achieve optimum Reinstatement performance. The purpose of the role is to oversee and ensure compliance with all aspects of the New Roads and Street Works Act 1991, Traffic Management Act 2004 in accordance with the SROH, and associated Codes of Practices.
Key Responsibilities

  • Manage interim and defects ensuring Cadent targets are adhered to and reinstatement compliance is achieved to meet the Cadent KPIs
  • Oversee the scheduling and resourcing of all reinstatement defects within the LDP community
  • Agree job programmes with client representatives and LDP Reinstatement Managers and monitor progress.
  • Liaise with the Trinity Planning team to ensure that work is allocated and completed in an efficient and profitable manner.
  • Identify Reinstatement training and development needs of the Trinity team and LDP site personnel to ensure their capabilities for further development in the future
  • Carry out site surveys for risk assessments
  • Provide the Commercial Team with all necessary measures, material and plant usage details to enable accurate costs to be prepared for invoicing and data input/collation
  • Oversee the inspection regime and related activities of the Supervisors under NRSWA 1991 & TMA 204
  • Work with the Effective Delivery team to ensure Health and Safety and Quality Standards are in place
  • Carry out periodic Site Inspections focusing on adherence to relevant codes of practice escalating any concerns identified to the Project Manager
  • Check conformance of agreed permit conditions v actual site conditions coaching and mentoring LDP managers and teams for continuous improvement.
  • Ensure the relevant notices and permits are submitted to local authorities
  • Ensure that processes and procedures are effective and consistent to national requirements within Streetworks
  • Ensure reports are provided and managed to effectively manage Streetworks on the IPO/CMO/LDP contract
  • Ensure that data, reports and presentations on performance and improvement is compiled as and when needed for all stakeholders to effectively monitor performance and improvements
  • Deal effectively with any escalations brought to your attention surrounding Streetworks and Reinstatement
  • Effectively manage HA relationships with Streetworks counterparts to mitigate risk
  • Work with LDP?s to ensure reinstatement action plans are in place and delivered to increase Streetworks performance
  • Responsible for gathering and collating evidence in relation to any challenges received from local authorities in relation to NRSWA and assist in the timely submission of such evidence to the required authority
  • Capture feedback from LDP?s and share this with the Project Manager to help shape the way they plan and deliver work in the future
  • Act as a leader in Trinity Effective Delivery Team working with HA's and LA?s in improving engagement across West Midlands Gas IPO/CMO/LDP Contract.
  • Monitoring and reporting streetworks compliance, provision of MI, engaging with the business to identify areas for improvement
  • Ensure records of streetworks and reinstatement activities are accurate and maintained in a timely fashion, to satisfy business and legal requirements
  • Managing street works liabilities and costs (e.g., Permit fees, defect and inspection costs, Section 74, FPN?s, etc)
  • To provide a customer orientated NRSWA process, meeting standards of service and exceeding customer?s expectations
  • Conduct qualitative and quantitative assessments/inspections on work carried out to ensure that appropriate standards are maintained or improved in terms of quality and regulatory reporting
  • Ensure final registration timeliness is conducted after works stop.
  • Ensure 2hr / 4 hr defects are effectively managed through the Trinity NRSWA Co-ordinators and respective LDP?s.
  • Manage SW4 process for inspections in conjunction with the wider Effective Delivery team.
  • Manage reinstatement coring programmes with LDP?s for quality and reporting purposes.
  • Manage improvement notices with LA?s, devising improvement plans and ensuring that all stakeholders are positively contributing to improve relationships and on site / back-office performance.
  • Ensure materials used for backfill by LDP are compliant and meet the correct standards.
  • Ensure tipping of spoil and material is being controlled effectively by LDP.
  • Ensure records of reinstatement activities are accurate and maintained in a timely fashion, to satisfy business and legal requirements

Person Specification

  • NRSWA Supervisor
  • SMSTS
  • LANTRA or similar Street works qualification
  • Experience in street works and reinstatement
  • Proven ability to deliver against operational targets
  • Experience with FTTh network deployment
  • Expertise for NRSWA, TMA, and/or Chapter 8, Reinstatement
  • Working knowledge of HAUC / SROH specification
  • Strong knowledge of NRSWA legislation, NRSWA Specification and Codes of Practice, and the Traffic Management Act and Codes of Practice.
  • 3/5 years + experience as a Senior Technician in a Streetworks Functionality or Reinstatement Supervisor / Specialist
  • Have strong operational experience with experience in working with LDP Construction / Reinstatement Managers
  • Understand Streetworks and can engage with HA's / LA?s and relevant stakeholders to implement Streetworks improvement plans
  • Customer relationship management
  • Experience with Network & Asset Management software i.e., Street Manager/Eton or similar
  • Proven industry experience and / or 3rd Level degree with focus on engineering
  • Full clean driving licence
  • CSCS card holder
  • NRSWA Supervisor qualified (Units 10-16)
