Electricity Flexibility Policy Manager Full Time

Ofgem?s Energy Systems Management & Security directorate focusses on evolving the regulatory structures and incentivising change in network and system operators to support a more decarbonised, decentralised and digitalised system.

Electricity distribution networks operators (DNOs) need to rapidly change to accommodate new technologies such as electric vehicles, heat pumps, and increasing renewable generation connections. Distribution system operation (DSO) is the evolution of distribution networks to enable and harness electricity network flexibility, network innovations, and smart technologies to meet future networks demands and increasingly complex system operation requirements.

The role sits in the DSO and Whole System Coordination team and is at the forefront of enabling smart electricity distribution networks. The role is responsible for developing a regulatory framework as part of the RIIO-ED2 network price control to support smart, flexible and coordinated electricity distribution networks. The successful candidate will conduct robust analysis to develop and implement an entirely new incentive structure for distribution network companies to deliver new DSO activities. This will include making decisions on the mechanisms, including the reward and penalty regime used to hold DNOs accountable for the delivery of new DSO activities.

You will represent us in industry meetings, and engage closely with DNOs, influencing where relevant to achieve timely progress on their DSO plans and activities. You will build effective relationships with both internal and external stakeholders. We are looking for a candidate who can not only independently lead specific work programmes, but also work collaboratively with other teams in Ofgem to share developments, identify interactions and deliver cross team coordination.

Responsibilities

  • Conduct excellent qualitative and quantitative analysis, identifying and prioritising salient aspects and drawing on a range of sources, in order to develop the DSO incentive framework.
  • Deliver the DSO incentive framework as part of RIIO-ED2, with a set of quantitative and qualitative performance measures to track DNOs performance;
  • Engage with DNOs through RIIO-ED2 working groups to ensure they deliver ambitious DSO business plans.
  • Assess DNOs? business plans, DSO strategies, customer value propositions and other submissions made by the companies, to informing recommendations on application of the incentive framework.
  • Monitor the electricity distribution price control to ensure that the companies deliver against their plans and that consumers are protected.
  • Represent Ofgem during engagement with industry participants.
  • Draft clear and concise documents, including briefings, policy documents, consultations, and decision letters.
  • Develop close links with other teams across Ofgem, working collaboratively across team boundaries, making links with and contributing to the delivery of wider projects in Ofgem.
  • Keep abreast of developments in the energy sector relevant DSO and the net zero transition.
