Commercial Assurance Analyst Full Time

The post holder will be expected to support the Commercial Controls and Assurance team to ensure that Government Departments and their ALBs develop and deliver sound commercial strategies that support departmental objectives and central policy, meet public procurement regulations and deliver value for money.

Sitting at the heart of Government, you will work on a wide range of high profile and very high value programmes, influencing critical outcomes and providing essential advice to senior officials to support effective decision making and the monitoring of delivery.

The role will directly contribute to commercial assurance activity through providing resources and capability to administer key spending controls activity in the team including analysis and reporting. [SEO - You will lead engagement with Departments to understand how effective their proposed commercial activity is likely to be in meeting Government Standards.]

You should be capable of managing their own portfolio of activity, whilst supporting improvement in the delivery of commercial assurance activity through undertaking studies or assessments that will contribute to how the team's operating practices improve.


Responsibilities


Analysis, assurance and scrutiny of business cases (with a focus on the commercial case) across a range of departments and provide timely written advice to Commercial Business Partners as part of the Cabinet Office Spending Controls approval process.

Supporting assurance reviews of the Department's commercial pipelines - provide analysis and reports on Departmental performance in the preparation and maintenance of pipelines of commercial activity and timely submission of cases.

Support quarterly reviews of the Department's commercial activity, providing strategic insights into areas of good practice or development and supporting presentations drawing on data to underpin your findings.

Monitoring of conditions of approval, working with Departments and Commercial Business Partners to determine whether conditions have been met and helping determine action to be taken in the event of failures. Providing analyses of the quality of the Department's response.

Support analysis and categorisation of cases and conditions in order to identify trends and create an interactive searchable database, utilising CAMS for standard conditions and cases with same supplier/ category/ similar characteristics to inform feedback to departments as part of the assurance review, and build a bank of standard conditions, linked to specific category spend/ type of cases.

Manage the Commercial Assurance Management System, the IT system for submitting approval requests and provision of information through Government websites and the Knowledge Hub; or Support the Ministerial Commercial Spend Control Panel, drafting the agenda and recording the findings and insights of Panel members. Liaising with Private Offices and senior stakeholders to ensure Panels function smoothly and efficiently.

Support reporting and intelligence initiatives for the Cabinet Office Commercial Controls Team and the Minister for Efficiency and Transformation, analysing existing data and offering improvements to the assurance, standards and controls delivery in the team.

Person Specification

Essential criteria

  • An understanding of procurement approaches and their benefits/drawbacks
  • Ability to operating in a fast-paced environment and deliver to strict deadlines and targets
  • Ability to assimilate and analyse information and data to then communicate concisely, often with colleagues ? in various reporting formats
-Writing presentations, reports and submissions and/or briefings at pace - ability to communicate clearly and concisely and with high impact

  • Experience of successful stakeholder engagement and management
  • Experience of reviewing Business Cases/Proposals and preparing recommendations for Senior Team members
  • An ability to operate within established project and programme frameworks whilst seeking opportunities for development and improvement.
  • High level of IT literacy including knowledge of spreadsheet applications.


Desirable Criteria

  • Understanding and knowledge of public sector procurement regulations
-Experience of working with- and/or providing briefings to Ministerial or other private offices / corporate centre.

  • Experience of working with public sector governance processes.
  • Experience with working with and developing case management systems and/or databases.
