The Planning, Budgeting and Forecasting (PB&F) Team is part of CIO Change Delivery Services (CDS) focusing on the delivery of the finance and commercial change programme to meet customers? expectations. The programme is large and complex with a number of key projects planned for future delivery. The CDS team manages initial technical impact assessment, planning, development, testing, implementation through to business change and live support.

Cognos is recognised as the Departmental MI application and the single source of the truth for finance MI. PB&F forms part of the Cognos solution and is the Departmental management accounting system that provides In-Year Management (IYM) and Annual Budgeting Cycle (ABC) capability for Defence Resources TLBs and the Front Line Commands. The PB&F Team comprises of Development; Test and Assurance; Reporting; Live Support, Applications and Project Delivery.

As a PB&F Project Manager you?ll play a key role in managing the projects and changes within the programme, engaging with the MoD finance community regarding the Cognos system. The role works very closely with the Finance and Commercial Functional Leads, Defence Resources, TLB finance staff and the PB&F Development, Reporting, Test and Live Service teams to ensure that the PB&F system fulfils the needs of the Department.



  • Lead the project through effective management of the Project Team and matrix management of other project resources.
  • Lead by example, act as an exemplar of best practise.
  • Take a leading role in developing, coaching and up-skilling staff.
  • Undertake proactive training and personal development.

  • Support the planning of projects and change within the PB&F programme in accordance with the APM Framework and relevant tools.
  • Ensure all project plans/delivery conform to the relevant change KPIs - Delivery to Time and Cost (Change and Project) and meet the 90% accuracy requirement
  • Effectively manage resources at all stages of the project.
  • Construct a schedule for project delivery that aligns benefits realisation with strategic objectives.
  • Monitor and report progress against the Programme Plan.
  • Understand and actively engage with dependencies.
  • Prioritise the project according to the needs of the business, resource availability, quick win and procurement necessities.


  • Create a Risk Register containing all risks to effective project delivery in line with the Risk Management Approach of APM (Identify, Assess, Plan, Implement and Communicate) and the DBS Risk Strategy.
  • Ensure all Risks are included in the assessment including reputational and business change.
  • Ensure Risks are assigned an owner, monitored, revised and escalated in accordance with changes within the project and business.
  • Take action to highlight any opportunities that may arise through Risk mitigation.

  • Ensure Costs are agreed, accurate and proportionate for the project being undertaken using three-point estimates.
  • Take action to complete the correct paperwork for the relevant boards in order to gain project approval.
  • Ensure Costs are forecasted over the duration of the project and the accurate maintenance of expenditure against Cost forecasts is completed.
  • Escalate any overspend against agreed forecasts to the SRO.

  • Ensure full engagement with Stakeholders over the project scope, benefits, risks and outputs.
  • Understand the business and who and where to go to.
  • Display excellent communication skills.
  • Use all communication mediums as necessary to promote the project deliverables and benefits.
  • Create, Design and Build Stakeholder Matrices, Stakeholder Strategy and Stakeholder Communications Plan.
Desirable Knowledge, Skills and Experience:

  • Knowledge of MoD In-Year Management and Annual Budgeting Cycle financial processes
  • Knowledge and experience of working with the PB&F system/Cognos
  • Knowledge and experience of APMP and Agile methodologies
  • Ability to manage conflicting and changing priorities
