Cheshire & Merseyside Pathology Network IT Programme Manager Full Time

Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.



The merger provides an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes that patients experience.



The Trust runs Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.



It serves a core population of around 630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.



In its most recent inspection, the Care Quality Commission gave the Trust an overall rating of Good.

We have a system-wide pathology programme of work that requires an experienced and highly skilled IT programme manager.



This is an opportunity to play a key role within pathology diagnostic services across the Cheshire and Merseyside Health and Care System.



This will be an initial 12 months contract with the potential opportunity to extend pending a review of the deliverables and additional funding. 12 month secondment applications will also be considered from any of the Trusts within the C&M Pathology Network (CMPN).



The role will be hosted by Liverpool University Hospitals Trust but will be flexible, based across the emerging C&M Pathology Network. The Network is collaboration between 7 trusts, underpinned by a Memorandum of Understanding (MoU) and working towards a formal collaborative partnership agreement. The network has established Governance for integration and development programmes and is therefore in a position to deploy additional functionality quickly.



The aim of the role is to provide IT Programme Management expertise to meet the business requirements of the CMPN, in line with service priorities and strategies. This service includes the full management of Programmes and Projects ensuring the most effective use of staff resources, from initiation to closure, as well as providing advice and expertise in this area. All activities will utilise appropriate tools and methodologies such as Prince and MSP.



CMPN has recently been awarded an investment to deliver a digitally integrated pathology service across Cheshire and Merseyside (C&M). This will enable the network to move to a new target operating model, delivering sustainability, efficiencies as well as improving the flexibility and quality of the pathology service. The LIMS interoperability project scope is to establish a NextGen Connect System to capture and process electronic pathology requests and a Clinisys ICE System structured around modern coding systems.



There is a national expectation that regions will form pathology networks, embrace technology to collaborate across geographic and organisational boundaries and consolidate services where appropriate to improve efficiency. C&M are implementing Digital Pathology as part of wider service transformation. The post holder will be expected to support plans to extend our use of Digital Pathology and capitalise on its potential to support the adoption of Artificial Intelligence (AI) in diagnostics.



The post holder will have direct management responsibility for others, as well as having Project Management responsibility for project teams and staff, which may include staff outside of the immediate service area.

Trust policy requires the cost of DBS applications be recovered via salary.The amount of £31(standard) or £49(enhanced) can be deducted from salary, in manageable monthly instalments for up to 3 months following commencement in post.
