To assist Voice Ltd by providing financial support in completing financial tasks, providing costings and a high quality financial service to support the delivery of services in the organisation. To carry out other financial responsibilities as required in order to maintain a professional and effective service.


  • Maintain and monitor the integrity of financial systems, ensuring that financial transactions are processed accurately and efficiently to provide reliable and timely information.
  • To develop and produce monthly budget management and monitoring reports to support the Voice Chief Executive and the Voice Board in ensuring the delivery of high quality services, ensuring continued relevance of the information provided.


  • Under the guidance of the Office of the Police, Fire and Crime Commissioner and in accordance with the priorities of Voice, to develop the budget and Medium Term Financial Plan for Voice Ltd.
  • Under the guidance of the CEO, to consider the implementation of in house payroll arrangements process for Voice and where an in house provision is in place; to prepare the monthly payroll and complete all relevant statutory and associated returns
  • To support the requirements of the Office of the Police Fire and Crime Commissioner and Voice Ltd in the production of the bank reconciliation and monthly control requirements and year end requirements to ensure the statements of accounts are achieved to a high quality.
  • Work closely with Office of the Police, Fire and Crime Commissioner and the Chief Executive when liaising with Internal and External Auditors.
  • Prepare and reconcile the monthly salary monitoring to ensure the salary forecast is accurate and updated to include pay changes and most recent establishment changes.

  • To ensure compliance with the Corporate Governance Framework and to assist in the review of the framework.
  • To undertake VAT and other statutory and statistical returns under the oversight of the Chief Executive and Office of the Police, Fire and Crime Commissioner.
  • Perform daily, weekly and monthly system financial administration controls and processes to ensure data integrity and effective, accurate and timely use of the financial systems.
  • Process and prepare financial documents and records for the purpose of checking account balances, facilitating purchases and sales.
  • Provide financial advice to support projects and business development opportunities assessing business options including interpreting and analysing financial and non- financial information, and communicate findings and recommendations in order to support decision making.
  • Undertake costings and forecasts to produce analysis and reports for consideration by the Chief Executive.
  • Raise sales invoices as required and process purchasing invoices, journals, cash payments into SageOne accounting system
  • Provide Officer, staff and budget costings as required.
  • Prepare and process accounting journals as required.
  • Complete any other adhoc task appropriate to the grade and responsibilities of the role.

The post holder will be also required to carry out such other duties as may be determined from time to time to be within the general scope of the post.


The appointment will be part time and subject to the conditions of service of Voice.




1) Member of the Association of Accounting Technicians or able to demonstrate significant experience at this level.

2) Experience of working with accounts and budgets in small medium organisations.

3) Experience of advising on matters of budget preparation and control.

4) Previous experience of payroll administration.

5) Experience of using computerised financial systems and excellent keyboard skills.

6) Experienced in the use of spreadsheets and an integrated office system.

7) Ability to demonstrate pro-active thinking in developing or changing processes/systems to meet customer requirements.

8) To have proven high level of financial administration skills, demonstrating accuracy and attention to detail.

9) Accustomed to working to tight deadlines with minimum amount of supervision.

10) Ability to demonstrate self-motivation and initiative.

11) Good presentation and communication skills.

12) Inter-personal skills with ability to work effectively as part of a team.

13) Candidate must be able to demonstrate a level of awareness of equality issues appropriate to this role.
